Job Summary
The Program Manager for Adult Outpatient Services is a vital leadership role responsible for overseeing the day-to-day operations of Bobby E. Wright’s outpatient substance use disorder (SUD) and mental health therapy programs. Serving Chicago’s Westside—a community historically impacted by systemic disinvestment and trauma—this position ensures culturally responsive, high-quality, and trauma-informed care, ensuring compliance with Illinois Administrative Rules 2060 (SUD), 132 (Community Mental Health), and 140 (Medicaid Certification). This role manages staff, program standards, and regulatory requirements. The Program Manager reports to the Director of Case Management.
Key Responsibilities
Clinical & Administrative Supervision
- Provide day-to-day clinical leadership and oversight to SUD counselors and mental health therapists.
- Ensure level-of-care decisions and services align with assessments, treatment plans, and ethical standards of care.
- Conduct regular clinical documentation reviews (IM+CANS, ASAM, treatment plans, progress notes, discharge summaries).
- Supervise licensure and certification requirements for staff (LPC, LCPC, LCSW, CADC), and coordinate licensure support plans.
- Partner with Medical Director to ensure timely admissions and discharge planning across SUD services.
- Facilitate weekly interdisciplinary team meetings and case consultations that integrate cultural humility and evidence-based approaches.
- Review & Sign off on IM+CANS, treatment plans, progress notes, and discharge summaries for quality and compliance.
- Ensure all outpatient services (SUD and mental health) adhere to Rule 2060, 132, and 140, CARF, and Medicaid standards.
- Lead audits, prepare reports, and implement corrective actions for compliance gaps.
- Collaborate with compliance to update policies/procedures to align with evolving regulations.
- Monitor program outcomes (e.g., retention rates, reduced recidivism) via EHR reports.
- Address disparities in service delivery to underserved populations.
- Manage outpatient program budgets, ensuring cost-effective service delivery.
- Oversee grant reporting and billing compliance.
- Review & sign off on IM+CANS, treatment plans, progress notes, and discharge summaries for quality and compliance.
- Facilitate weekly team meetings and case consultations.
Staff Development & Performance
- Train staff in evidence-based practices (e.g., CBT, MI, trauma-informed care, harm reduction) and regulatory changes.
- Conduct performance evaluations and support professional growth.
- Coach and mentor staff in clinical best practices and leadership competencies.
- Foster an inclusive team culture that values transparency, self-reflection, and community impact.
- Part of the leadership and management team that will be required to attend and represent the organization at outside training and events from time to time.
Community & Stakeholder Engagement
- Collaborate with DHS, Medicaid MCOs, and community partners for referrals/resources.
- Represent the agency in meetings with funders and regulatory bodies.
- Participates in community engagement sessions and taskforces related to the work.

Education & Experience
- Master’s degree in Social Work, Counseling, Psychology, or Public Health (LPC, LSW, LCSW/LCPC preferred or be able to obtain within 3 months of hire.)
- 5+ years in outpatient SUD and mental health programs.
- 3+ years in managerial/supervisory roles with knowledge of Rule 2060/132/140.
- Expertise in regulatory compliance and billing (Medicaid/MCOs).
- Strong leadership in multicultural, trauma-informed settings.
- Must be available for occasional evenings/weekends for crises or audits.
- Fast-paced, collaborative setting serving high-risk, underserved populations.
